BROOKFIELD PUBLIC SAFETY ADVISORY COMMITTEE

DECEMBER 28, 2016 5:00 PM, Town Clerk’s Office

UNAPPROVED MINUTES

Attending were the following PSAC members: Stuart Edson, Joy Kacik, Mike Stoddard and Lew Stowell.

1. REVIEW AND APPROVE MINUTES OF NOVEMBER 16, 2016 MEETING.- Approved unanimously.
2. QUESTIONS OR ISSUES BROUGHT BY MEMBERS OF THE PUBLIC.- There were no guest speakers planned or any members of the public who attended.
3. DISCUSSION OF WHAT WAS LEARNED FROM THE DECEMBER 12, 2016 SELECT BOARD MEETING RELEVANT TO THE PUBLIC SAFETY ADVISORY COMMITTEE . Discussed the expanded role of Committee. Committee to develop its role more clearly.
4. POND VILLAGE & RIDGE ROAD PARKING STATUS. The Select Board will be following up with the ongoing Stone Rd. issue.
5. CONTINUING REVIEW OF OCSD ACTIVITIES, REPORTS AND BILLS. The 2018 OCSD budget will be the same as 2017.
6. DISCUSSION ABOUT DEVELOPING A SET OF GOALS AND EXPECTATIONS FOR OCSD SUPPORT OF PUBLIC SAFETY IN BROOKFIELD. Joy Kacik to create a draft of expectations of the OCSD .
7. CONTINUING DISCUSSION OF VT OPEN MEETING LAW REQUIREMENTS. Lew Stowell to contact the Select Board chair about official sites of public notice and the disrepair of some of them.
8. PLAN AND SCHEDULE A VEHICULAR INVENTORY OF TRAFFIC AND ROAD SIGNS IN BROOKFIELD. Stuart Edson to use his tablet with GPS software to document the sign inventory and condition. Stuart will contact other committee members to drive him on class 2 and 3 roads on Saturdays and Sundays dependent upon his schedule. There will be only two members (Stuart and a driver) on each expedition.  Stuart will research current 911 road names on line.
9. DISCUSS THE CONTENTS OF THE PSAC REPORT TO GO INTO THE ANNUAL REPORT. Lew Stowell provided Joy Kacik a draft to review and provide comment to him for his submission to Jeff Kimmel.
10. DISCUSS AND PLAN FOR THE 2017 PUBLIC SAFETY EDUCATIONAL EVENT. The tentative date is March 11. Joy Kacik will contact local law enforcement agencies and develop a plan to be reviewed at the next meeting.  She will also contact the Orange South West Supervisory Union about scheduling the Brookfield Elementary school .  The working theme will be presenting methods of protecting lives and property.
11. DISCUSS AND PLAN FOR A CRIME PREVENTION OUTREACH PROGRAM. Stuart Edson will check with VSP, OCSD and online for existing documents and videos.
12. PSAC MEMBERSHIP DISCUSSION CONTINUED. No action taken.
13. SETTING THE NEXT MEETING. January 25, 2017 at 5:00 PM.
14. INVITING GUESTS TO THE NEXT MEETING. No guests are planned.
